SPECIAL WORK SESSION MINUTES
TOWN COUNCIL WEDNESDAY, MARCH 20, 2013
COUNCIL CHAMBERS TIME: 7:00 P.M.
1. Call Meeting to Order
Mayor Delnicki called the meeting to order at 7:05 p.m.
2. Roll Call
Members Present: Mayor Thomas Delnicki
Deputy Mayor Gary Bazzano
Councillor M. Saud Anwar
Councillor Cindy Beaulieu
Councillor Kevin McCann
Councillor Janice Snyder
Members Absent: Councillor Edward Havens
Councillor Cary Prague
Councillor Keith Yagaloff
Also Present: Matthew B.Galligan, Town Manager
3. Public Participation
Mr. Michael Sullivan, 24 Jared Court came forward and stated he is hopeful that the Board of Education will discuss declining enrollment as part of their presentation tonight.
Mr. Kevin Foley, 498 Main Street requested that the Town Council stop playing politics and make decisions on how to move this Town forward. There is declining enrollment in the schools and nothing has been done for the Town in the last 50 years.
4. Communications
Councillor Snyder announced that there will be a charity event held on the evening of Saturday, March 23, 2013 at Bone Fish Grill.
5. Town Manager’s Report
Mr. Galligan stated hew oudl report on the the Town Manager’s Report at the Special Meeting.

6. Items for Discussion
A. South Windsor Board of Education Budget Presentation
Chairperson David Joy came before the Town Council and presented the Board of Education budget, as shown in attached Exhibit A.
Mayor Delnicki stated that Town Council members should submit questions to the Superintendent of Schools or the Town Manager so those questions can be answered at the April 2, 2012 Joint Work Session.
B. General Government Budget Presentation
Mr. Matthew B. Galligan, Town Manager came before the Town Council and presented the General Government budget, as shown in attached Exhibit B.
Mayor Delnicki reiterated that Town Council members should submit questions to the Town Manager or the Clerk of the Council so those questions can be answered at a later meeting.

8. Adjournment
At 7:50 p.m. Deputy Mayor Bazzano made a motion to adjourn the Work Session. Councillor McCann seconded the motion and it was approved, unanimously.
